504 Error when requesting any offset

Summary

Navigate to https://ubuntu.com/security/notices.json?offset=20 and observe a 504 error
This has been broken for an exceptionally long time, I previously reported it here canonical/ubuntu.com#13981
I again reported it here canonical/ubuntu.com#14018 and was referred to #165 which appears to be a very similar, but still different issue. Perhaps it is the same bug under the hood.

Current: Error 504
Expected: return json containing data for notices 21-40
