Functional tests only verify that anvil can bootstrap a node, while it additionally supports:

adding/removing nodes
creating HA with a virtual_ip
creating a maas user

and is going to support:

HA tls
juju re-authentication
cluster/config updating

SK1Y101 added the enhancement label
