Feature request to make the theme configurable

Bug Description

I would like to change the color theme of the dashboard.

In particular, since this is Charmed Kubeflow by Canonical, I think it makes sense to have an option to use a Canonical-based color scheme for the theme.

Two options I can see are

1. make it configurable as
   a. Default
   b. Canonical
2. Charm config option to attach custom theme files, so we can set any color scheme we want
