Enhancements for kserve-operators in 24.10

Context

The kserve-operators (right now just the controller) are a key part in the Charmed Kubeflow inference serving offerings. This issue serves as a tracking issue for all the improvements and enhancements that'll be worked on during the next cycle and delivered by 24.10.

The following is a list (not fixed) of issues and enhancements the team considers important to resolve:

• Unable to make requests to an ISVC from outside the cluster #205
• How will the CKF solution react to the recent license changes in seldon-core. See here and Changes in Seldon open source license to BSL kserve/kserve#3380

What needs to get done

Look into the issues listed before and resolve them.

Definition of Done

The kserve-operators provide better support for the team's inference serving story.
