Add rocminfo to the snap

I think it would be helpful to start including the rocminfo package into this snap.

It's already packaged in a Debian package: https://launchpad.net/ubuntu/+source/rocminfo
However I think it's better to go and pull from upstream to ensure that you can get the latest releases most easily because Debian is lagging upstream.
Debian (and plucky in proposed as of today) currently has 6.1.2 but Noble has 5.7.1.

I also snapped rocm-validation-suite (it's currently really under my name in pedro-avalos/rocm-validation-suite-snap, but I plan to eventually transition it under the canonical/rocm-validation-suite-snap), which you may be interested in (though it is a very bloated snap; I'm doubtful you can fit it into this snap unless we split off some of the libraries into their own content snaps or something)
