Preset Sec policy on All Recipients reports as Not Applied

When applying the Standard Preset security policy to “All Recipients” (Tenant wide) the Orca Report shows as Not applied on the domains but when applying the preset security policies to specific recipients and then specify the domains it will report as correctly as applied. This seems to be a bug.
