Webhooks - Set endpoint domain, enable on mobile

Would it be possible to set the domain url for the tasknotes API instead of localhost or 127.0.0.1? i.e. http://some.domain.tld and/or allowing on all interfaces 0.0.0.0
If that's possible then it might be feasible to allow Webhooks on mobile devices IF the tasknotes endpoint URL is not localhost or 127.0.0.1
