Save And Publish from editing a block doesn't publish the page.

This seems to be usability issue.

Steps:

1. Create a page, add a Text block
2. Edit the block using the 'Edit' link, rather than the inline editor.
3. Click 'Save & Publish'.

Expected: Both the block and the page should be published.
Actual: Just the block is published.

This behavior is probably just unexpected by the user (it was for me anyway and wrote this thing).
