This is similar to brigadecore/brigade#1843
It rips out the theme, which was modified, and replaces it with a git submodule.
The customizations are now applied outside the theme.
I've updated our customizations to work with the latest version of the Tale theme and to match the Brigade docs site more closely. I've also added the cookie consent script.
