Need to remove `VPN` strings from `Private tab` for OFAC countries where `VPN` is unavailable

Description

We need to remove VPN strings from the Private tab for OFAC countries where VPN is unavailable.

Steps to reproduce

1. Set device language/region to one of the OFAC countries like Russia, Ukraine, Moldova, Cuba, etc.
2. Launch Brave > Hamburger menu > Confirm that VPN is not shown here
3. Open Settings > Confirm that VPN is not shown here
4. Close the settings and open a new Private tab > Observe that VPN strings are shown here

Actual result

Currently, if the device language/region is set to one of the OFAC countries (Russia, Ukraine, Moldova, Cuba, etc.) VPN strings are shown on Private tab.
