Issue opening a new tab from Home Screen app context menu when in private mode

Description

When Private tab is opened, backgrounding the app and then opening a new tab via the homescreen context menu will not open regular tab/switch modes and also break the active private tab.

Steps to reproduce

1. New install
2. Open private tab
3. Background app
4. Long press on app on homescreen, select New Private Tab
5. Observe UI (unresponsive)
