Brave always launches in Private mode for some users ("Private only" option disabled)

Description:

For some users, the browser always launches in Private browsing mode, as if the Private browsing only option is enabled in Settings --> Brave Shields & Privacy --> Private browsing only, even though the users state that this option is set to Disabled. One user made a recording of this behavior:

Brave Version:

Brave version 1.62

• Can you reproduce this issue with the most recent build from TestFlight? No
• Can you reproduce this issue with the previous version of the current build from TestFlight? No
• Can you reproduce this issue with the current build from AppStore? No

Device details:

iPad OS 17.3.1 and 17.4

Website problems only:

• Does the issue resolve itself when disabling Brave Shields? No
• Is the issue reproducible on the latest version of Mobile Safari? N/A

Still have this issue every time I close Brave on my iPad. All tabs get closed and Brave launches in private mode.

Brave Version 1.68
iPad OS 17.5.1

The tabs seem to rotate each time I close and open Brave. So earlier opened tabs may reappear after closing. Sometimes only one single private tab is shown at launch and the next time earlier closed tabs are shown. Then only one tab appears and then an empty private tab is shown at launch.

It started to be a problem here last week or so, making Brave all but useless as a default browser…

Brave 1.68, iPadOS 17.6.1

no problem (yet) on the iPhone.
