relabel main toggle for contents settings e.g. autoplay to make clearer

Description

Was talking to someone about auto-play blocking on Brave, and how it is present on Chrome version 71 also.

I wanted to tell them how to turn it off.

I look under brave://settings/content/autoplay

Expecting that blocked would be on by default, as blocking seems to be functioning as default.

With further reading I found that Chrome turned blocking on by default in version 71, which came out on December 4th. Is it possible that when latest chromium was pulled in UI for settings became out of sync?

Steps to Reproduce

1. Go to brave://settings/content/autoplay
2. See the blocked option is turned off
3. Expected it was on by default as auto-play videos seem to be blocked
4. Not sure how to turn the blocking off completely

Actual result:

Don't see a way to turn off auto-play blocking completely.

Expected result:

Have blocked check-box on by default with option to turn it off to allow auto-play.

• Does it reproduce on brave-browser dev/beta builds?

Yes

Website problems only:

• Does the issue resolve itself when disabling Brave Shields?
• Is the issue reproducible on the latest version of Chrome?

Just flip the switch? 🙂
The switch "disabled/turned off" mean autoplay is blocked.

I see, easy enough. Perhaps the wording should say "allow autoplay" instead of "blocked".

We can fix this with a label change to make it more clear.
