Allow user to flip bvecs #5

We could allow users to flip bvecs during data upload - if they know that bvecs needs to be flipped.

We could do the following.

update CLI to accept flip options (--flip-bvecs-x, --flip-bvecs-y, --flip-bvecs-z)
CLI pass the options to dwi validator
dwi validator applied flipping before writing out validated bvecs.
