[CLOSED] Fix error on startup due to module cycle #9005

Originally opened as adobe/brackets#10154
This is a fix for #10115. As suggested by@peterflynn, this breaks the connection between DefaultMenus and EditorManager and then ensures that DefaultMenus is loaded before ProjectManager so that ProjectManager has no problem wiring up its context menu handlers.
