Originally opened as adobe/brackets#11144

Steps to Reproduce:

Open Brackets on Win 10
Edit any file eg index.html
Click on Live Preview icon
Make some changes on the file

Result :
The changes made are not visible on chrome unless refreshed

ENV: Brackets Release 1.3 build 1.3.0-16022
Platform : Win 10 Eng
