An outsider can not generate a block

After the commit 9dd1e4ffc,
the code as follows fails with the log like, "Client #6 did not receive tx in expected time for height 19".
Is it intended? I just added this phenomenon in this discussion not to mess issues with a new issue.

That sounds like a failure to propagate the transaction, rather than the inability for another node to create a block.
