As per this issue, actions/runner-images#6002, Ubuntu 18.04 will be deprecated by December 1st and we're already experiencing brownouts. This PR upgrades the Ubuntu image from 18.04 to 20.04 in order to avoid further disruptions.

Since Ubuntu 20.04 doesn't have GCC-5 in its apt repositories, I have also upgraded the minimum GCC version to GCC-7.
