Parser rules should be separated from code

As a developer I want to define my own parserrules in a separated file, thus the options parameter should accept a path to that file.
This has also the advantage, that the developer can change the default parser rules by copying the current ones.
As a package maintainer I don't have to write code for merging the parser rules.

The parser rules can now be defined as path to a json file. Only problem is that, the loaded event is fired before the parser rules are loaded.
