Add option to split rule list by meta.docs.category or potentially other criteria

This would help unblock adoption in:

• docs.category - https://github.com/ember-cli/eslint-plugin-ember#-configurations
• type - docs: use eslint-doc-generator for rule documentation jest-community/eslint-plugin-jest#1263 (comment)
