about half a year ago I started DigitzingTools https://github.com/bstroebl/DigitizingTools as a common effort to subsume all related with digitizing into one plugin, rather than having the functionality in scattered plugins.
I would be happy if you joined this effort.

I also prefer single plugin for this kind of things, that is why I also contributed the spline tool to CADTools, but I was not much convinced by CADTools interface, that is why I also made this standalone version.
And there are many others: CADDIgitize, CADInput,.... difficult to decide which is that one plugin all should go into.
cadTools: I agree with you, cadTools interface is not very intuitive. Therefore I put a lot of effort in my part of DigitizingTools' UI.
Single plugin: We had a discussion on the mailing list and for me (I am responsible for GIS and CAD in my institution) there are tools that are CAD and tools that are not. CAD is about constructing things or digitizing with coordinates or angles. DigitizingTools is functions that come in handy in general digitizing. I would not call the standard digitize-polygon tool a CAD tool either.
QEP#8: I am aware of QEP#8 and would certainly try to use the new classes in DigitizingTools once they are accessible from Python. AFAIU DigitizingTools is not substituted by QEP#8 because the tools are not covered by it nor by cadTools.
#5342 proposes to move DigitizingTools into core but I did not do anything about that for the time being. I am not a C++ programmer so I cannot port the tools myself. But I do support the idea. Maybe this should be tackled when QEP#8 is into core and DigitizingTools would need a relaunch anyways.
