A Login Passkey based on Windows Hello on Windows 10 returns (Invalid Passkey. Please try again) whilst attempting to log in, even though it's the same key.
#9049
Enrol a new Login Passkey via Windows Hello on Windows 10 Pro.
Open a new browser tab and attempt to log into that same individual Bitwarden account via the newly added Login Passkey.
Expected Result
To be able to authenticate into the individual Bitwarden account, and to be asked to enter the master password in order to decrypt the vault.
Actual Result
The Web App returns an error message stating "An error has occurred. Invalid Passkey. Please try again."

Additional Context
This seems to be unique to Windows 10; Tested on Chrome, and Edge 124.0.
On Windows 11 Pro, Windows Hello can successfully be enrolled and used as a Login Passkey, albeit not an encryption-enabled one.

Issue Tracking Info
I understand that work is tracked outside of Github. A PR will be linked to this issue should one be opened to address it, but Bitwarden doesn't use fields like "assigned", "milestone", or "project" to track progress.

I'm having the same issue now with Windows 11 Pro + Firefox / Edge. And the passkey I created on my Android doesn't work until I removed it, created a Windows Hello one, and then created the Android one.
The weird thing is when creating the Windows Hello passkey, I need to type in my PIN for twice, since the dialog was presented to me again.
