automatic withdraws AKA allowences AKA capped budgets

• allow users to set allowances for particular publishers/domains
• user will not be asked to confirm the payment (it will be automatic)
• the LNURLw extension will be used
  • must be activated on demand
• show some sort of message when the withdraw takes place
  • on the toolbar icon OR
  • some sort of toasty
• decide when the user is prompted to set an allowance
  • when paying a regular invoice
  • on the extension pop-up
  • ...
• only allow one withdraw link per domain (?)
