Use WSL2 as a backend for Herd on Windows

It would be amazing for people developing on Windows to be able to use WSL2 (as an option to keep the simplicity for users that don't need it) as a backend for the Windows version of Herd. Docker desktop does this for example.

Benefits:

• Linux terminal, so no more issues with interactive terminals
• No more issues with PHP extensions that don't work on Windows.
• No more performance issues that arise from using Windows
• Closer to the environment where the application runs for most people, while keeping most of the ease of use of Herd intact
