In 3.0 we introduced better management of sections. It included the forced sections for necessary, analytics and marketing. However, some sites only use either of these and not all.
This PR adds the possibility to, through the customizer and filters, customize which sections should be shown. If both analytics and marketing are hidden then the option of allowing only necessary and expanding the sections are hidden automatically.
