Not compatible with Github Enterprise

When running this action on github enterprise gh expects the GH_HOST to be set, as well as GITHUB_ENTERPRISE_TOKEN instead of GITHUB_TOKEN (see https://cli.github.com/manual/gh_help_environment). The address could be inferred from the remote address possibly? The token is the same, just has to be under the different environment variable name
