API access request: Developer

Currently Developers must lookup the email address found in the respective API’s metadata record to request access.

If the API owner has NOT added a GitHub group in GWA the developer will automatically have access by registering with GWA. However, if not, the API owner needs an email from the developer, then visit GWA to add the developer to the api specific group.

Describe the solution you'd like

As a developer, I want a to click to request access to an API from BCDC (providing GitHub account name).

From within GWA add a list box with APIs found in the BCDC API group. User selects the API and if an API Key is required, a modal window with text box and button will appear. The developer describes the need for access, includes their GitHub account name (auto-populated) and then submits.
