Archive bazelbuild/rules_sass in favor of gzgz_rules_sass

This ruleset is only being updated by the sass bot for a while now.
It is not on the bcr and it depends on the old rules_nodejs.
I know that there are Bazel users that are stuck on WORKSPACE rules just because of rules_sass.

I have a plan to solve this, but I'd like to have your input on this:

There is a successor ruleset to rules_sass that invokes the Sass Dart binary directly.
It is a drop-in replacement to rules_sass and is already on the BCR: https://github.com/GZGavinZhao/gzgz_rules_sass

I'd like to push for that ruleset to be moved to bazel-contrib and be renamed to rules_sass.
