Having had a look at the docs on API keys:

An API key is required in order to do anything.
There no read-only/limited scope API key.
So for the self-hosted version, every instance/user would have to supply a token in a GET param but that token would not be safe to expose.

I am less clear on Zulip cloud. I'm not sure if every organisation's stats are exposed to every authenticated user. I'd suspect not, but I've not confirmed this with an API key/example org.

I think it is unlikely that this one is viable.
