Description

Currently dependabot and scripts/bump-deps.sh are mostly duplicating each other's effort and causing a lot of noise and churn in the open PR list.

Describe the solution you'd like

Investigate whether dependabot can be configured to only produce critical/security updates and leave everything else for our script. Make the change if possible.
