This commit fixes two bugs with the metrics and analytics module: 1. awslabs#185: Deleting an environment with the metrics module fails 2. awslabs#186: Installing the metrics module into an existing environment and attempting to reuse the REDSHIFT_MASTER_PASSWORD parameter fails
