Add recipe for each AWS Device SDK C++ v2 sample

To accomodate having samples optionally installed as part of the Device SDK C++ V2 per the ask here aws/aws-iot-device-sdk-cpp-v2#297, add PACKAGECONFIG to tack on build flags to build and install the samples.

After looking at this in detail, it's not as simple as adding a few flags for PACKAGECONFIG. Will edit the title accordingly, and evaluate further. Might need a recipe per sample.
