Update Project to Reflect Changes to Required Python Packages, Python Docker Image, Amazon Bedrock, and RDS Engine Version

Update the project to reflect 1/ newer required Python packages, 2/ newer Python Docker Image, 3/ changes to Amazon Bedrock models, and 4/ newer Amazon RDS PostgreSQL engine version. Updates to LangChain package versions require code changes.
