Fork from Subnet-EVM

Coreth Development will go under a transition in favor of Subnet-EVM. Subnet-EVM will become the main repo for geth upstreams and Coreth will sync those changes from Subnet-EVM.

This issue is to track the transition:

• Fork/merge Subnet-EVM history to Coreth
• Put up some renaming scripts (coreth>subnet-evm pkg names for easier syncs)
• Update developer guidelines/templates.
• Put up utility workflows(CI):
  • One that would trigger creating PRs/issues to subnet-evm in case any PR opened in Coreth.
