Version and pypi package

Why are these changes needed?

• Update version to 0.3.0b1 as a pre-release for 0.3.0
• Start using autogen pypi package

TODO:

• After testing the pre-release, update the notebooks and documentation about start usingautogen
• Make a 0.3.0 release
