Replace DBPedia, Wikidata, etc. URIs with local ids in municipality data

The municipality table is so large that Github does not render it in the browser.

If we store only the local part of each URI and document the data package, it can still be translated back to a full URI and will make the file much smaller, even possibly making it possible to render in browser in Github.
