It should only affect the front-end. We can use it as a means to improve program structure and maintainability.
List of tasks:

surface syntax
parser
reorganiser
surface tc --- handles the scope of identifiers correctly
desugarer --- desugars to ordinary top-level defns

zilinc added new feature cogent compiler language design newcomer labels
