Default `UV_CACHE_DIR` is set to RUNNER_TEMP

This makes no sense for self-hosted runners. Users have to use cache-local-path to make sure the runs are as fast as they can be. The default should be the best setting for all.

Overwriting/setting UV_CACHE_DIR should be removed.
