Deprecate and remove the arches-project management command #11574

We have created the arches-admin command to be more inline with Django commands. For version 8, we should cease support of the arches-project management command.

When do you think we should schedule the removal? The deprecation warning went out in 7.6.

IMO it should be merged into dev/8.0.x asap, for release in v8.0
