Build out a system to compute SP reputation based on reputation data from estuary-metrics (once application-research/estuary-metrics#19 is complete)

This could take the form of a scheduled task, that pulls data from the metrics DB, computes reputation and then stores them in storage-markets as the source of truth for SP reputation.
