Add additional useBackgroundQuery test cases

Issue Description

Broken out from list of fast follows on the original PR:

• error policy: some tests exist, more needed
• queryKey tests
• call to invariant in uRQ
• add render counting in the parent, cache update story: parent doesn't need to re-render if only the child updates -> useBackgroundQuery won't update when cache updates happen
