What is this PR for?

This PR removes the old Spark versions 2.4, 3.0 and 3.1.
Test execution is greatly increased due to the removal of the old Spark versions.

For the tests, I had to bump up Hadoop. Spark 3.4 comes with a fairly recent Hadoop version.

What type of PR is it?

The removing seems is incomplete, some modules like livy and rlang still depend on Spark 2.4.x

Yes, some other interpreters could still support the versions of Spark. This PR, however, aims to remove the support by Spark interpreter only. The title is a bit unclear but I thought the purpose is quite clear.
