"Untitled Dashboard" automatically created when a user clicks "+DASHBOARD" #25420

When clicking "+ Dashboard" a user will create an "untitled dashboard" even if they click on "discard changes". This results in a plethora of empty untitled dashboards that the users are not aware they ought to clean up (usually one per curious user). Ideally the dashboard will not be created automatically given that most users are tempted to check this functionality out however there may be other UX options.

How to reproduce the bug

  1. Go to 'dashboard/list/'
  2. Click on '+DASHBOARD'
  3. To abandon the action, click "Discard changes" and you are taken to an "Untitled dashboard". Alternatively click the back arrow.
  4. Observe the new "untitled dashboard" in the dashboard list

My curious new users do this all the time! And then they may not even have privileges to delete it, even if they see what happened.

@kasiazjc @yousoph is this on anyone's radar? Sounds pretty annoying. I wonder if people in @michael-s-molina 's world run into this too... it'd be interesting to see some numbers on how big of an issue it is (though it seems worth addressing in any case).
