move the document related files to shardingsphere-doc repository

[taojintianxia]

as in the screenshot, the docs module doesn't only contais the markdown style content of document, but also contains some script and css files.
however these files make the shardingsphere repository more and more large, so these files should move to shardingsphere-doc repository, and these files will be used when build docuement through hugo.

Hi @taojintianxia , I see the way shardingsphere-on-cloud repo is very similarly designed to this repo's doc content. Now the files will be moved and build through hugo. Are there any specific things I need to keep in mind before starting so please tell me. Thanks in advance.

what you should mentioned, the build process of shardingsphere website.

I believe besides move the docs to shardingsphere-doc, the build script and github action in shardingsphere-doc should be refactored too.
