Scala 3 artifacts are not reproducible

As indicated in the 13.0.0 VOTE email, Scala 3 artifacts are not reproducible. The problem is observed when the build hosts have different specs. This might be related with a Dotty issue @raboof hinted.

In fact this looks more like scala/scala3#17330 which AFAIK should be fixed in Scala 3.4.0

Since the patch was backported to the LTS branch (cf. scala/scala3#19118), we might expect this to be solved in version 3.3.2 of the Dotty compiler.
