[Bug] Alarm configuration cannot be cancelled

What happened

I have a watch_dog timed task that executes every 10 minutes and will alert via the configured enterprise weibo when the execution is complete.
Since there are more than 200 flink tasks and a lot of batch jobs scheduled every day generate a lot of alarm messages, which cover the flow of alarms, I was ready to drop the watch_dog alarm and found that I clicked❎

Running the build found that still bound to the enterprise WeChat alerts
