Tracking issue for protobuf for compaction offloading

Describe This Problem

I am working on implementing compaction offloading for HoraeDB. And I found that it's necessary to extend the current protocol buffers with additional data structures and services required for compaction offloading.

Proposal

To satisfy the requirement for compaction offloading, we need:

• Remote compaction service provided by compaction node for horaedb node feat: add protobuf to support remote compaction service #134
• Support horameta to manage compaction nodes feat: add protobuf to support horaemeta manage the compaction nodes #136
  • horaemeta as monitor: monitor compaction nodes through heartbeat.
  • horaemeta as scheduler: provide info about compaction node to horaedb.
