We need to follow-up with infrastructure on possibly using a shared CI bot token instead of a personal token for develocity

GRADLE_ENTERPRISE_ACCESS_KEY appears to no longer be used; the original key was stored in GRAILS_DEVELOCITY_ACCESS_KEY
