[Python] Type stubs

I was wondering whether generating python type stubs (.pyi) is on the backlog (for pyarrow). I can't find a ticket.

It would be very helpful to developer productivity when IDEs would pick them up.

Seems like the maintainer of pyarrow-stubs no longer has the bandwidth to continue, and is interested in donating the stubs

From a quick skim of #32609, it seems like there are underlying issues why arrow can't have inline types.

In that case, if/when the stubs get merged in, it might make sense to set up typechecking for just the stubs & use stubtest to ensure that they are complete & up-to-date with the implementation.

Do you think that approach seems reasonable?
