There are two issues waiting on release that i think warrant building a new arrow-rs relese

• Parquet: Expose accessors from ArrowReaderOptions #7400
• Handle compressed empty DataPage v2 #7389

This I plan to create a PR to prepare the release later today

I am just waiting for one more PMC member to approve the release and then we'll be good to release to crates.io
